Anniversaries of Virginia Tech and Columbine spark debate over guns on campus

As students across the country held events to remember and mourn the victims in the Virginia Tech and Columbine shootings this past week, students at a few Universities used the anniversaries to draw attention to their views regarding guns on campus.
At the University of Texas, Central Connecticut State University, the University of Connecticut, Texas A&M and Grand Rapids Community College (Michigan), students held “empty holster” protests to advocate for being allowed to carry concealed weapons on campus. The events, part of a national campaign run by the Students for Concealed Carry on Campus, were used to argue both that students should have the same rights on campus as off and that armed students would be able to defend themselves. Demonstrators at Central Connecticut State pointed out that Virginia Tech was a gun-free zone, and that police cannot always respond fast enough to save everyone if an attack takes place. Joe Adler, father of one of the demonstrators and gun safety instructor, said criminals see gun-free zones as places with "people who cannot defend themselves."
On the other side of the debate, students in Texas where legislation to allow concealed weapons on campus is pending held a walkout to protest the bill. Roughly 200 University of Texas students walked out of their classes and marched to the state Capitol chanting “hey hey, ho ho, guns in school have got to go” and “books not Berettas.” The protesters also heard from Texas graduate student and Virginia Tech alum John Woods who believes concealed weapons would make campuses less safe.
Administrators, most of whom oppose the efforts to allow concealed weapons on campus spoke out as well. Virginia Tech officials noted their opposition to failed Virginia legislation that would have allowed guns on college campuses. "The notion -- after what happened on our campus -- of other people walking around with guns on their hips in the classroom was one that I don't think anyone mentally could get their heads wrapped around," said Larry Hincker, associate vice president for university relations at Virginia Tech.
Though the push from gun proponents for concealed carry on campus seems to be growing—Students for Concealed Carry on Campus boasts more than 38,000 members—it has yet to materialize into policy change. In 2008, legislations allowing concealed weapons at colleges was introduced in 17 states and failed in all cases, according to Inside Higher Ed. The same article reports that 15 states allow colleges to make the decision about guns on their campuses, and there are probably fewer than a dozen public schools that allow concealed weapons. Utah is the only state that allows concealed weapons on campus.
Beyond those legislative hurdles, the pro-concealed weapons students are facing legal challenges in Colorado. The state passed a law in 2003 that seems to allow for guns on campus, but several universities still have bans on concealed weapons. Colorado State's main campus no longer explicitly prohibits concealed weapons, but university officials have tried not to publicize that rule, and CSU officials are uncomfortable with the policy. Some say CSU's policy is too vague, and the Faculty Council has called for the policy to be revisited. The University of Colorado still has a ban on guns, backed by a state attorney general's opinion issued in 2003, but a group that filed suit in late 2008 says the policy violates state law.
