In her State of the State address, Arizona Governor Janet Napolitano included a proposal to keep tuition rates locked in at one rate over a student’s four years at an Arizona University.  The proposal was met with skepticism from campuses. Administration officials worried about a lack of flexibility while student leaders worried locked in tuition prioritizes predictability over affordability.
