The Student Aid and Fiscal Responsibility Act of 2009 proposes to eliminate many of the restrictions on financial aid for former drug offenders. Only after finishing a rehabilitation program and two random drug tests are students again eligible. The new bill would allow drug offenders to receive aid without participating in rehabilitation or further drug testing.
