New Study Says Voter ID Laws Discourage Voting

The Review of the University of Delaware reports on a new study, conducted by Rutgers and Ohio State Universities, that finds that voter participation decreases in states with voter ID requirements. Evidence suggests the ID laws, which decrease voter participation by about 3 percent, may affect minorities especially. Proponents of voter ID laws say they are necessary to protect against voter fraud.
